Get to know 1935/2004/EC

Food contact materials range from items everyday items, like plastic spoons and soda cans, to machines, conveyor belts and coffee makers. EU Regulation 1935/2004 covers all materials and articles that make contact with food to ensure safety and quality standards are met.

Some food contact materials (like regenerated cellulose and plastics) are covered by independent harmonized regulations across the EU, demonstrating compliance with the general requirements of this legislation. However, there are no such regulations for many other materials, including printing inks and paper. Individual countries may enact their own policies, but the general requirements of the framework regulation always apply.

Objectives

  • Making sure that food contact materials do not pose a threat to human health 

  • Ensuring that food contact materials do not change the smell, taste or composition of the food product 

Actions

  • Requires that all food contact materials covered by specific measures in Europe be accompanied by a Declaration of Compliance confirming that they comply with all applicable regulations.

  • Business operators must create a traceability system for food contact materials that goes from production to distribution

  • Materials and articles that do not make contact with food when they are first placed on the market must be use a special symbol to indicate their purpose, be labeled with the words ‘for food contact’ or feature another specific indicator
